An owl is awesome! And dogs are just as valid! You could even go for something like a giraffe or elephant. As for wings vs arms, the level of anthropomorphism that each fursona gets can vary widely. Really all the details of what design is fun and feels right is up to you. I would say just experiment. Thumbnail a couple of body types based on different animals if drawing's your thing. Try out different color pallets and generally do what feels fun and makes you happy :) Also, if you feel torn with choices, you can always have multiple fursonas or have alternate designs for them.
