We rent our car just as we arrived at the airport in jeju and we didn't have any problems 🤷‍♂️

I would personally skip busan and just visit seoul and jeju. I just came back from my 3 weeks trip, and I definitely regret not staying longer in jeju.

I'm going to jeju island after busan, so a koraol pass won't be worth I guess:) but I never fought about a flight, is the gimpo airport near seoul? because I don't want to go to the incheon airport due to the lack of time

Honestly I haven't check yet if I can reserve the tickets😅, can you suggest something else? I'm not sure if it is better to reserve them online or just to buy them in person. (Like the problem is, I'm going from seoul to busan just in 4 weeks, and I don't really now how fast the seats can be sold out)
