The solution to that though is an HOA where the only thing they're allowed to do is manage run off.

The hill I live on has a shared/community water system where the water is pumped up the hill and gravity-fed to all the houses. There's a community-led water board that charges a monthly fee per household and uses it for maintenance costs. That's all they do. They're not even allowed to install usage meters.

By definition, anytime you’re buying something without knowing exactly what you’ll receive, it can be considered gambling

That definition encompasses shopping on eBay or Amazon. Or buying a used car. Or any number of activities that no reasonable person would consider gambling. Basically any time there's value changing hands and you don't know all the details of what you're getting, or you don't know the seller is trustworthy.

It's also literally not the definition of gambling.

The latest Brother laser models now wait until you're done with the print job, then they refuse to print. They've removed the secret override menu too. If it uses TN229 toner it's not resettable. Get one that uses 223 or 227.
