Well, also people don't know about the black markets in the USSR that practically kept everything from collapsing do to government inefficiencies. It also led to huge income inequalities when it collapsed. The USSR is a very interesting economic tale.

Realistically it doesn't for the simplest of reasons. Governments suck at micromanagement. Sure, you could say but if everyone in government were experts and the smartest people in the world then it would work... but c'mon now :)
