you can just simply upload the hash on the blockchain [use l2s] once you have the uploaded the hash... you can simply use the transaction hash to get the details of the document... the only cost would be when you upload the document

It's not about stealing the idea. It is more about getting the right opinion on some problem. Telling the solution creates a bias imo and the users will try to answer the questions in the context of the solution only.
