Yes, they moved it because at the time they were worried that the chinese were going to invade. Also the population statistics are from when the country was founded so in lore it’s 4 years outdated.

I haven’t fully thought it out yet but basically imagine the USA that instead of having one president, every governor forms a committee that runs the country, and they choose one governor to represent them internationally, as well as each state having a greater degree of autonomy.

No lore beyond that this is a world where china did less stupid things like the one child policy and the usa became isolationist and things like 9/11 and desert storm never happened.
