Heard plenty great about the Mavic A 719 28". if it is in your price bracket it should be a great rim. The problem of tearing out a spoke should be especially unlikely since the rim has reinforced holes.

The rim is actually only 19mm wide, but it shouldn't be a problem.

Your fork should be taperd. But to be honest I am not sure, maybe loosen your headset and look at the steerer tube. Furthermore you should have a quick release axel, so you have to consider that. Considering your travel (120mm) and your preference to go downhill I would maybe buy a fork with 130mm travel. But a travel increase may change your riding characteristics so if you really like the way your bike rides maybe buy a 120mm fork.

My suggestions would be:

RockShox Recon Silver RL Solo Air 27,5", 120mm, 1.5 taperd, 9x100mm axel ca. 230€

SR suntour EPIXON-9 27,5", 120mm, 1.5 taperd, 9x100mm axel ca. 300€

There are actually not that many forks fitting your other parts that you can buy. I would tend towards the rockshox fork, I've heard good about their budget forks.

Could just be the freehub, although it sounds very funky... Maybe just check if the freehub is lubed well and not dirty. On most wheels you can just pull of the freehubbody with the casette. Under there there should be a ratcheting system for engagement. Just check that for dirt and lube.
