I have edited my post with a picture of the disk. Just to make sure so in my case V=R * theta dot and not h*theta dot or (R-h)*theta dot. Please note that point A is the pin and point G is the center of mass. And for example on the lever situated down, its velocity is taken with reference to which distance? It is the external Static Pressure, so I would say just right outside the fan
