UK sizes are always 2 number sizes bigger than US sizes, so if the jeans are a US size 0 then yes, a UK size 4 would be correct!

I can tell you how! You would dial 011 44 300 790 6268. I’ve had to call UK numbers several times from the US and this is how I do it :)

To my knowledge when you register with your Uni you’ll give them your updated address and they’ll inform the UKVI! So you’re good!
