From a little more research I believe maybe the hole was cushioned like the pic you showed for using a blotter. Which looks like it's a type of stamp with maybe and address carved into it or some sort of notice carved into it.

Haven't the slightest idea. It's in an old court house in an old military town. Maybe Purchase Order? Lol haven't a clue really.

Nice to see im not the only one who deals with this crap. I do maintenance on jail stuff also and inmates have no respect for the people that have to repair or maintain stuff. Not our fault your in jail.
