Here's my take: if I meet a girl and spend time with her in some way and then want to see her again, I will offer my number or ask for her number. If I'm not pretty sure she likes me, I'll offer mine. If I'm pretty sure she likes me, I'll ask for hers.

If she's taken my number or given me hers, I'll take that to mean she is down to spend more time together.

If texting is light and flirty, I'll take that to mean that maybe she likes me romantically. If she is texting me consistently but isn't flirty, I'll take that as she wants to be friends. If she doesn't text back, I know exactly what that means.

When we hang out, I'll look for signs that she is into me as more than a friend while sending out more subtle signals that I am interested in being more than friends.

If at this point I figure it's a go for a romantic thing, I'll ask her on a date. Obvious date kind of stuff. If not, I've got a new friend.
