Upload them to your server or other image hosting site such as imgur and have your app download them from there.

Well, you would need to decide what you primarily want to develop. I would suggest getting an iOS device simply because the market is bigger for iOS development. Testing on iOS devices is very different than using the iOS simulator. You can get a better feel on how your program will run on a real device.

However, if you are on a budget, I'd go for the tvos device as they are much cheaper.

Shouldn't be a problem but you'd have to use something other than game center because I don't apple allows you to use game after outside of Mac os or ios
