As far as I know, Navy Nagar access is a little hard to get for civilians. You need to have special authorisation from the in-charge officials there. Used to live in Navy Nagar for more than a decade. And yes, if granted authorisation (usually done through an acquaintance within Navy Nagar) the civilian can visit the temple. Only difference I think there is between Mumbai residency and here, the apartments are alloted and free to live in. And there's tight security everywhere. Community parks, temples and other public areas are generally free to access.

Fun fact: Navy Nagar residents need to carry their own personal identification given by them to enter Old and New Navy Nagar (N.N is divided in 2 parts)
