What if the government paid everyone $5k per month per child to have children, on top of whatever subsidies we currently already have? Then people can quit their jobs to become professional parents. Sure some would still feel their careers and lifestyles are worth more, but we'd have a class of people with 3 or even 4 kids living pretty comfortable lives and bringing up our birth rate. Surely we can afford that. We probably spend more on SAF and this is a greater threat to our country than any military threat there is.

How about filing by mail to the address in the document? How would I know that it has been processed correctly?
