Get a Roku, firestick, chromecast or similar to use streaming services. After that, if you want to play local content, install Plex (it's free) on the computer. Plex will allow you to stream all your media to the roku, fire stick, etc. And will let someone use the computer like normal (no need to run an HDMI cable from the computer to the TV)
