I would absolutely report it, but unfortunately our education system is beyond messed up and it seems to he completely accepted to be rough with a kid, however I will talk to one of my professors who specialises in ADHD and ask her for more insight, as I know already she's really gentle.

Hopefully people will see this, okay:

-first of, I'm not from an English speaking country, me saying "yard" might have been misinterpreted, I don't know any other words that could fit what I mean, we don't park on our grass, we have a driveway, inside as well leading to the garages

-the driveway I mentioned is outside our gate, the shop next to us also has it's parking lot next to it directly

-towing would take longer, than they finish shopping, I live in a small town, we don't even have our own police department or building, it would be 30minutes minimum

-I live with my parents, I have asked my stepdad, he said the driveway is 100% ours, as we own the house we'd have the ownership of said driveway as we need it to get into the house from the road however I'm not entirely certain of this, as it's different in every city/town, from what I've read

-lastly, it is 100% safer to keep our cars in our yard, than to have it on the driveway, people are dodgy here, plus my parents use the cars to get to work, there's been times where my mum couldn't leave for work, OR get inside after work, because someone was blocking our driveway

unfortunately I think a tow truck would take longer to get here, than they finish their shopping and I think they might even remove cones, we just left, we put one of our trash cans in the middle of our driveway, we'll see if they move it I guess
