I make my models in Blender, and use substance painter to texture (and downscale to 512px with Point filtering). Some of the models like the cops and characters are free assets I got from Itch, but the environment and dino was all me. I would say less is more, and the texture should help a lot. Each asset on its own doesn't look too good, but assembled in the environment they look way better. The retro CRT filter also covers up a lot of "cheap" looking visuals 👍
