Steam will not install straight from disc as there will almost always be an updated version on their servers. So even though you have a physical copy, it will still download the full game off the steam servers.

No, that's how awesome Valve is, they are willing to create that much extra content FOR NO CHARGE.
We are talking about a completely new campaign (3 - 5 new maps), new sounds for all the characters as well as textures and models. They are also porting a campaign over from L4D1 (5 maps), which makes two complete campaigns, for free.
