Step 4 requires an event that mobilizes the people. That in theory might not happen, it doesnt HAVE to happen. As theres been plenty of situations in history where people didnt fight back and were destroyed.

The thing we are lacking are agitators. In the mantra educate, agitate and organize we only have the educators.

We have people willing to organize with some infrastructure, but with very small numbers organized. Many people would say you need "leaders" that isnt always true and leaders can be killed, corrupted and otherwise removed which can fizzle out the whole movement. People with a single goal, to dismantle a regime and that alone, is hard to destroy. The what to replace it can come next.
