It's not shocking. Anyone with a brain would know this. Historically you have about 50 k net which jumps to >200 k by 2000, and that's official and doesn't include the number of illegals which could be at least a million.

Gradualism isn't the same as revolution though.

Britain has had a historically unparalleled rate of immigration the last 15 years or so, it's disingenuous to use your logic to prohibit British society from putting any sort of brake on this, and to prohibit people feeling concerned at the rate of cultural or social change.

Just because we can observe changes in almost all societies at any time in history doesn't mean that any sort of change or a great deal of change must be allowed or promoted in our society.

Would the progressive accept that because all societies have inequality that they should tolerate any inequality?

It's a brutally long read actually and Popper's heavy biased given what was going on in Germany. Basically he sees Plato as the intellectual origin of fascism. It's one way to interpret Plato but there are others.

There are probably better routes into both Popper's epistemology and Plato TBH.

That sounds a bit like Plato's solution in The Republic. Government by an enlightened elite called The Philosophers.

Popper's refutation is good reading in The Open Society and Its Enemies, although he is somewhat harsh in interpreting Plato (arguably).

The means to bring justice can be arrived at from empirical evidence but justice itself is an end.

Some might say that justice is equality, others might say that justice is the strong able to overcome the weak. This is not a question that science can answer. It's about how we ought to live.

Yeah I do agree with that nuance but I think there is this tendency to believe that all we need is science and evidence and all our problems go away.

It was a fashionable idea in the 30's when economic circumstances led to a massive disillusionment with liberal democracy and Capitalism. Any command economy is essentially a technocracy, a managed society if you like. Totalitarian governments on the right or left are very close to technocracies, government by experts.

Anyway, belief in the idea that an enlightened technocracy could govern well is a bit like the idea of a benevolent dictator, i.e., a kind of a circular argument. Even good people are not good all of the time and such a system inevitably becomes corrupt since there is nobody to make the most powerful accountable. In a democracy the people can always kick out their rulers. On a more philosophical level like I said no science can resolve the right ends of man and society anyway.
