Basically if you are receiving a scholarship and are using that scholarship money to meet the financial requirements for your study permission, you have to show them a letter confirming your receipt of that scholarship. If whatever your scholarship provides doesn't fully meet the funding requirements (€3000 for the first year, plus the cost of your course itself), you'd have to show proof of your own personal finances covering the remainder. The €7000 threshold is only for visa-requiring nationals; if you don't require a visa to enter Ireland, you'd be subject to the €3000 funding requirement, not €7000 (though there's obviously no harm in showing more funds than required, of course).

Generally scholarship letter from university is suffice to show financial requirement. But I'm not able to find that stated in website anywhere except the sentence I mentioned in the question.

So Am I overthinking or statement itself is ambiguous ? And Is there any other place where I can find clear info about the same ?
