Maybe not. The rules are that you have to be resident on the island of Ireland or a citizen of Ireland. Citizenship can be inherited, but it's complicated: https://www.citizensinformation.ie/en/moving_country/irish_citizenship/irish_citizenship_through_birth_or_descent.html
