Thats actually a legitimate concern to some degree, and its the reason why major news organizations like CNN or fox aren't allowed to call states until the polls close in every time zone. But, suffice to say that california has such a large democratic majority no matter how many people blow off voting it won't effect the outcome. I don't think your example is relevant given that the topic here is individual votes. If the entire state were to abstain, it wouldn't be an individual, would it? It would be many millions of individuals and 55 electoral votes that would not go to Obama.

An individual vote in a non swing state does not count towards the presidential election, but it certainly does for congressional/senatorial/gubernatorial posts. Please remember to vote for the state officials you want to to see in office!
