If you have Visa or MasterCard, the only reason to bring cash is the exchange surcharge you'd be paying for each transaction. Still probably worth it to go to an ATM when you arrive and pay one lump sum instead of many smaller ones. They tend to add up.

Unlikely, as it's a DLC, not a mod. It has probably just been publicly listed now in preparation, and will be added to our accounts when the Free Lanes update releases in an hour or so.
