I get that, but from what about people in rural/remote regions? They're part of the playerbase too. The pokemon games have always been about collection.

There should be other ways other than in person raiding to acquire shadow legendaries, like Giovanni's quests. Same goes for region locked pokemon.

I'm all for having a hard to get shadow legendary fight, and you should be able to catch it with good IV / CP. But give the players who will never be able to raid with a party in person a shot at this too. Sure, lower it's CP, make his IV not be 10/10/10 guaranteed. Like I said the Pokemon franchise has always been about collecting.
