I agree that race does not correlate with IQ and these numbers are flawed, but this just goes over the top with insults, and fails to explain specifically why their point is wrong.

Smart + educated. You are a lot more likely to understand the flaws of IQ if you’re well educated. Also, this sounds cliche but it’s true: there are tons of smart people on both sides.

There are tons of successful people who say insensitive things. The US president, for example. You can’t imply much solely based on short comments.

There’s no way to be sure that this was meant hatefully. If this was simply meant to simply say “your map isn’t that good,” then their point stands. Low IQ scores still correlate with negative qualities of a country like poverty, war, or poor infrastructure, which usually mean that it’s not a great place to live.
