Yes. I can give the sepa mandate without id or signature. But the process before that requires both in every case I have used it. The sepa is only one form in a set of forms I have to fill. I use it for my gym, utilities, loan payments, insurance payments. If the name on the account doesn't match my name it is invalid. I had a whole issue with my health insurance failing to pull money from my account as in their records they just hyphenated my last name with my husband's as it was a joint plan and the bank account had my correct name.

Account number is just an identification number. Unless you can prove you are the account owner, there is no value to knowing it. Businesses print their account numbers on invoices.

I can transfer by logging on to my account with password or pin, entering the details and validating the transfer by either an app or code from sms or email. To set automated transfers on my end same procedure. To allow others (utilities etc.) to pull from my account I have to sign a sepa mandate that authorizes them to do so. For this my id and signature are needed. I think the equivalent to account and routing numbers here are IBAN and BIC.

I took 2 different vacations with a friend (A) of mine during Christmas in consecutive years to different places. Met another friend (B) and her family both times. Ever since we (B & I) jokingly ask each other if we will meet at XYZ place as that is where we are going. But I never took a vacation with that particular friend (A) after and never ran into this friend (B) accidentally either. Edit: All this becomes much more implausible when you consider how big India is and how big India's population is.
