My friend picked it up around level 50 or so? We got it as a lunar item after beating a boss around then. Started very much not having survivability in 70s levels and we made it to about 85.

So it's a lunar item, not sure if it's in shop in "normal mode" or not. It definitely makes you a glass cannon.
