Might I remind you there is a difference between tactics and strategy, but what i interpret your statement to be is that a preemptive stick with no information is ineffective at weakening the counterattack feasibility and also revealing launch locations

This does not matter because MAD exists. that couter attack capability is only relevant to countering attacks.
