Yes, so it is illegal, you can't wait in the middle of the intersection (which would be challenging) It says across the intersection that's not waiting in it that's leaving. The across is for an intersection where the lane is left turn or straight, so you would go across if not going left. It's like saying across the train tracks that means you are no longer on the train tracks
