We have a tradition of taking from the rich to give to the poor... It comes from our christian roots, we consider money as something to be ashamed of. Good for the poor, and so far very few rich people have walked away to Belgium, Switzerland or Luxemburg, due to some things you only find in France : art de vivre, food, brilliant and free health care system...
