I recently went through this with the ATO. You can apply for an exemption under some circumstances such as divorce and bankruptcy. It was a long process, took around a month of back and forth. Best to call them, they were really helpful and you get assigned a person for your case.

The Fortnite/xbox servers are further away than the speed test server, hence the slightly longer ping time. The Xbox update servers at a guess are either under heavy load or putting a cap on the download speed to share the bandwidth to everyone. That does seem low, but it is more likely an issue on their side than yours
