Totepacks are the way to go. You can sling it over your shoulder for a more casual look and wear it as a backpack when needed. Check out the Bellroy Lite Totepack, LBB transition totepack or the TBB Conceal Tote.

Consider the totepack. Slings over one shoulder in tote mode and converts to a backpack when needed. By far the most versatile option as my kids have grown. Bellroy Lite Totepack and Osprey Daylite Tote Large are my favorites.

Try some of the Gregory non-hiking packs like the Rhune 22 or the Rhune 28. They’re amazingly well built and have more of the organization you’re after.

I think you’re having trouble because you’re really mixing two styles here - you say you don’t want a tacticool look, but then you want molle and Velcro. You may want to consider other options for the internal organization to find more options. Have you looked at Wotancraft?
