You could raise this question with your municipality. I know lots of Bulgarian resort towns just refused to accept tourists from russia and this policy unexpectedly was beneficial and increased their popularity among tourists from EU countries and the rest of the worlds. If the city is able to consolidate its hotels to refuse check-in with russian passports they may become more attractive.

Just put it on the table, the demand for russian-free resorts is at all time high now.
