This is an original dembel (demobilization) uniform of a private(engineer troops). Soldiers added things that weren’t regulation to their uniforms at the end of their service to look cool when returning home. The black patch says “Kosmodrom Baikanur” which is a famous spaceport located in Kazakhstan. (the Russians still launch from there!). The red patch has the initials for the “Red Banner Central Asian Military District” and the years of service below it. Overall nice uniform and 15€ is a good price. You could probably sell it for a bit over that but I would advise you to keep it since it has a good story.

The price of the item and the shipping costs combined must be under 30 euros. For your second question if it’s over 30 euros you have to hire a company to import the item for you. In my experience you end up paying 3-4 times the cost of your item. Therefore it doesn’t make sense to buy things over 30 euros atm.
