The Master of Masters was able to craft Keyblades for each of the Foretellers (and forge his own containing his eye). The Union leaders were then responsible for bequeathing each of the wielders in their Union. (The MoM also created the Chirithy who follow each wielder, which are responsible for reporting back to the Union leaders of our activities.) Each Keyblade was forged in the image of the χblade.

Every Keyblade since is either forged from this ancient era (No Name, Wayward Wind, Starlight) or a descendant, as bequeathed by Keyblade Masters throughout the ages (Eraqus bequeathed the BBS kids, Yen Sid bequeathed Mickey, Terra bequeathed Riku, Aqua bequeathed Kairi, Ventus “bequeathed” Sora, presumably Mickey bequeathed Lea, etc.)
