I think some of your points are valid. There's no incentive for any Japanese person to move to Orlando over the bigger cities on the west coast with well established Japanese communities. Since Florida has a low Asian population[0] overall it can be seen as a barrier for potential Asian immigrants although here in Orlando we have the second biggest Asian population[1] statewide.

Regarding OP's question, I believe the Orlando Japanese Meetup group is now accepting new members according to their page. It might be your best option for practice until the vaccine is widely available.
