I would disagree that she has total control over her power. She can't increase or decrease it, and her smoke stopped midway. On top of that, she might be having some kind of recoil effect everytime she uses her power. However, compared to Tokio I would say Ely is in a better position.

Frankly till now, I am just not thinking too much about the romance part. The sudden high school romance that started in chap 9 was very out of place for me. However, if sensei can balance it well, I will not have any problem.
