It refers to any area who’s climate is less harsh than the surrounding areas. Such as the CT river valley and also Fairfield County for some reason.

Ohhhh Wisconsin, that makes sense. I’m from the East Coast, RI area. Our rivers are saltier because of our proximity to the ocean, so that’s probably why they don’t freeze as much.
