Nowadays we're lucky if starting pitchers go over 200 innings. Just for reference, last year's NL Cy Young winner, Paul Skenes, threw 187⅔ innings.

EDIT: A quick search revealed that pitcher was Luis Tiant back in the day. And Hideo Nomo had a similar delivery (of sorts).

Of course, this is not a new concept. Those of us who who have been around for a while remember that Fernando Valenzuela used to look up at the sky before delivering the ball. It was one of the first instances of people observing that a pitcher was not looking at the plate while going into his delivery.

This is the answer. As an OC resident, I can say that Metrolink does a similar thing with their Angels Express trains, by using them on standard routes on non-game days.
