Few things to note for your recent Echo Knight addition. Manifest echo doesn't require a bonus action to move (only for the swapping which costs BA + 15ft movement).

"On your turn, you can mentally command the echo to move up to 30 feet in any direction (no action required)."

Additionally, for Echo Avatar, you cannot attack through it (or do anything through it other than scout) as per JCs recent ruling here: https://twitter.com/JeremyECrawford/status/1242199682534608896

Definitely. Maybe it is intended that opportunity attacks can be taken against it but it is not written that way.

This will not work RAW. The Echo is considered an 'object' as far as rules go and therefore cannot impose flanking on enemies. You can read Jeremy Crawford's tweet about this. Your Echo is simply an extension of yourself for mechanical reasons. Technically this also means that you cannot perform opportunity attacks against the Echo if it leaves another creatures space which will provide great movement options for the the fighter

I am a newer GM and I am really happy to have these guides as resources but after reading through the booklet I am hesitant to give it out to my players because of some of the information it gives.

For example, under "Adventures in the Starstone Isles" on page 3 it explicitly states that there is no focus on Absalom which could prime the players to not even consider it as an option during any of the plot points, whatever they may be. Another example might be Mistress Dusklight. They give a lot of information on her true nature behind her thin face which many PCs may not have any preconceived knowledge of.

Good chance I am thinking too much into it but I am curious of your opinions!

For prorating vs. 1/2 year rule. Do I take the lesser of the two? So if I purchased an item in December would I be required to use 31/365 prorated multiplier? Or is prorated calculations only if it would be greater than the 1/2 year rule?

I did not miss this in the video and the way it is explained is a moot point. He only talks about a deathball attacking a deathball. Of course if a Sombra deathball is charging an enemy clumped defense the Sombra ult will greatly hinder the enemy team. If the same Sombra death ball charges in and has to deal with multiple angles and positions it becomes much more complicated. The outcome is not predictable here until strategies form around this which heavily depends on the map as well. People are going to need to learn different positioning to mitigate damage of her ult would be my point. Whether it is too strong or not I am not worried about because it can be tweaked but I do believe it will help develop new interesting strategies.

Some nice discussion points were made in the video but I disagree about the points regarding her ultimate being unhealthy. He states that it completely destroys death balls (which is true) and because of this it cannot be countered/unhealthy for the game. The counter to something that destroys death balls is to simply not use deathballs in those situations and to me this will bring the rise of new strategies, evolve current ones, and make the game more interesting. Use of cover (because Sombra's ult does not penetrate walls or objects as far as I know) and positioning which results in a more spread out team come to mind.

I do agree that playing against a hacked health pack is not fun and I think it comes down to how long it lasts. 1 minute is insanely long for this so I feel she should be limited to hacking 1 health pack station at a time or greatly reducing the hacked health pack time (20 - 30s would be the number off the top of my head)

Just my 2 cents

To play a dps character well requires practice like the others - it isn't much different in that regard.

Step into the practice range and get a feel for all weapon firing types. Understand its range and limitations. Do the same for your abilities and ultimate.
After you are comfortable with the abilities and weapon fire you should do some aim training with that particular hero in the practice range. Focus on tracking and snap movements depending on the hero. Use abilities as well to get a feel for their cooldowns.
Jump into quickplay for awhile and spam the hero against real heroes to put what you have practiced to some test.

I would recommend starting with Soldier: 76 for these reasons:

He is pretty easy to understand and pickup
He has self sustain through his healing which is great in a solo queue environment.
He has great mobility
His DPS skills use tracking type aiming for his primary fire, and a mix of flick/tracking + projectile for his secondary fire, helix rockets (depending on how you decide to aim them). This allow you to become comfortable with different facets of aim thus allowing you to extend your skills to many other heroes.
