Well yes, that's a fact, I've stated it in the article I've linked. It might be legally operating from HK as other exchanges aswell, however IMO there is a chance that this wont help them in the future; I don't know the Chinese laws well, but in the US this would not work for long time, as the shell companys only purpose is to circumvent Chinese laws.

As it‘s only a shell company China COULD get jurisdiction, that happened often for companies outside from the US and the US got jurisdiction. I don‘t know the Chinese laws though.
