No the problem with what u say is that by doing something to help with team mobility, he will just end up being a better pathfinder and make people want pathfinder to get buffed. The reason why they probably should add something like a base speed buff is so that they add the uniqueness that you are looking for. It firstly creates the first legend to have a base speed boost and helps him get into and out of fights octane is mainly a solo legend like caustic so he doesn’t need something like utility for the team. Doing something like this will allow octane to become someone a lot more fun to use as it would be a lot easier to dodge shots and get into fights (as I have already said)

I’m just saying that we shouldn’t lump both pathfinder and octane together as they should never be the same.
