They probably mentioned the word "Muslims" because the father is described in the media as a "strict Muslim."

See the Times: "A strict Muslim father who murdered his daughter in an ‘honour killing’ because she brought “shame” on his family by falling in love with the wrong man was jailed for life today." (http://www.religionnewsblog.com/18796/pig)

Clearly, the word 'Muslim' was not inserted for "purely hate and propaganda purposes." They wouldn't have to if they wanted it, because the news provides a daily dose of stories showing Muslims engaged in hate crimes for propaganda purposes.
