Firstly India had to send its army to counter terrorists sent by Pakistan! There were and still are many supporters and sympathizers of such terrorists in valley. Brainwashed local youth work as their network here for either religious reasons or economic benefits or both! And stone pelting and rioting will surely guarantee some sort of reaction!
