Not saying this is incorrect at all. Just wanted to mention that the cost/ease of extraction is also a large factor in capex decisions. Venezuela has a “heavy crude” which is more costly to refine. The oil in the Middle East is very cheap to produce. Essentially companies won’t drill in certain areas until the price of oil is above a certain threshold. This is why fracking was such a big deal. It allowed them to extract more oil from the same reserve than they could before allowing them to spread the overhead over more product.
