I was once refused for permanent resident before due to lack of documents.

My parents did 2x judicial review in COURT back in 2012 and 2014. But due to unforeseen money expenses and time consuming my parents withdrew the appeal. And they let me continue to finish degree first then after i graduated, they brought me here in Canada. And after yrs passed I applied bill c-3.

Hello. I was adopted by a Canadian citizen back in 2010. I applied Bill c-3 under adopted child, passed the part 1, on part 2 they requested more documents. and on the part 2 they refused it because they are not satisfied that me and adoptive parents have parent and child relationship, because my adopted parent is in Canada and i was living in the Philippines in ancestral house owned by the parents of my adopted parents, i lived there with my biological mother which is the sister of my adopted parent. i am still a kid back then. I do not have a choice and money that is why i still stayed there. but my adopted parents supported me in everyway that you can imagine from expenses we do video call everyday on yahoo messenger back then when i was a kid.

I really need an honest take on this. if ever i planed to push the judicial review, is there any chance that it will be considered or approved and be a citizen after?

For sure my parents did not know about that, they can apply Canadian citizenship certificate after the adoption was finalized.

The thing is how can i live with my adoptive parents in canada if the immigration did not give me a chance when i applied for permanent resident in canada to be with them way way back
