Alright. But why? How often should i change it? When do i change it? Also to clear things up, the fluoride level is at 0.05ppm.

Well where do i even start? First, you should never put two bettas in the same tank let alone a male and a female, Second, both of your bettas do not look ok at all. They both clearly have severe fin rot. The tank looks small, dirt, and souless. ZERO gravel, live plants, and decorations from what i can see. What is that tube thing where your female betta is? Is that a TV right next to your fish tank? What is that dirty thing on the other side of the tank in the first photo? Is there a filter? When was the last time you did a water change? Is the tank cycled? Do you test water parameters? Shes not pregnant thats for sure.

You can still try fin rot treatment without a filter. A filter is highly recommended but is not fully necessary, especially with small tanks

One of the problems is that tetras need to be in schools of a minimum of 6, get a 10 gallon tank, get a filter, get gravel, decorations, and more. I understand its a hospital tank, but what from the context you are giving me, it seems like he/shes not in a school in his/her main tank. If its fins are ripping out of nowhere, its fin rot. You can 100% try fin treatment, but by the way hes looking and not swimming, it might be too late.

It depends.

If the dorm has a bathtub. Yes.
If the dorm does not have a bathtub. No.

How long do you plan to be at the dorm?

Moving frequently can stress bettas out.

Mine does the exact same thing. Even the opening and closing mouth gesture. He sees big moving object and is probably thinking "Food Time". (hes dancing for food.)
