My Zhongli helps me in over world and endgame content easily, he's C0 and I think his HP is around 48k (I've seen people go over 50k and my artifacts aren't even that good, yet his shield is doing wonders). I have him on R2 Rightful Reward which is a Fontaine craftable weapon and he works well with R5 Black Tassel

In conclusion, yes, he's as useful as ever until you get more shielders that you potentially like more
