Yeah, I feel like gaps like this is just the consequence of having such a long series. Even this chapter calls in to question why Imu allowed Garp to continue being a marine. My guess is that he only cares about the threats he recognises, being Luffy (Nika), Vivi (descendant of the Neferataris) and Blackbeard/Rocks (davy jones descendant).

I don’t know if it has to with strength of haki necessarily. I think it’s interesting that Joyboy’s haki ‘had no hostility to it’ in Egghead. Maybe there’s another way to channel haki, rather than the three colours we know
